No support, there's a description for the forum which is pretty clear.

Support. Even though there is a description below the category titles, I found three people who didn't read them, and I bet that there are a lot more of them. (Each word is a separate link.)
(And we found the 5 links.)

As for what should we rename it to, I think that “Ideas for Scratch” is the best option.

I can understand how the name could lead to confusion, perhaps Suggestions could be changed to one of these:

• Suggestions for ST
  
• Suggestions for Scratch Team
  
• Suggestions for Scratch
  
• Site Suggestions
  
• Scratch Suggestions
  
• Suggest Improvements
  

Something similar to one of those may reduce some confusion, or people could just read the description, that's what I did the first time I visited the forums.

Imma support this one. While I myself have not read the descriptions, nor had this issue, I do thing that the titles “Suggestions” and “Requests” are overly vague. “Suggestions for Scratch” and “Request Projects”, as said by WolfCat67 above.

I support this suggestion, because you can request to change something, but it means the same thing as suggesting to change something.
