If they say anything about f4f after you say no that is reportable. However just asking f4f isn't reportable.

Then you might be able to report it, since it is somewhat disrespectful. If they say anything about f4f after you say no that is reportable. However just asking f4f isn't reportable.what if they specifically said ‘no f4f’
If they simply didn't read that section of their profile or whatever, that would just be a little mistake, not reportable.
But if the user who is asking for F4F is simply doing it to harass or is continuing to do it after the user has clarified they don't do F4F, then you may report them.

yeah, like saying
“Follow me if you love pizza, ignore if you support the (insert hate group here)”.
Those comments are definitely reportable, since if you DON'T obey their command, they could go around saying “I-Iz-A-Litten supports the (insert hate group here)!!”which counts as gossip.

I've gone an accidentally invited someone to a MAP without reading their profile, she didn't mind.
Example of what you probably shouldn't report:
User 2 Has “no f4f” on their profile.
User 1: f4f?
User 1: Oh! So sorry, didn't read your profile. I hope you don't mind just deleting my comment.
What you should report:
User 3: f4f?
User 1: No. Sorry, I don't do f4f.
User 3: YOU MUST FOLLOW ME!!!! I FOLLOWED YOUUUU!
User 1: I'm sorry, I don't do f4f.
User 3: YOU WILL DO F4F OTHERWISE…. (yeah… The possibilities are endless.)

The rule is the same as reporting everything else- if it's done violently, rudely, or offensively in any way, report it. If not, don't. They're perfectly valid questions and for all they know you might say yes.
Just say you have a friend who talks incessantly about something they love- for the sake of the example, we'll say… Dora the Explorer. You hate the show, so they respectfully change the subject when you ask, but sometimes they forget and it overflows into regular conversation. Would it be fair to punish them because they're annoying you?
Reporting f4f is really the same type of thing. This is a friendly, welcoming community, so try to keep reports to things that actually need to be reported.

F4f is not allowed on scratch
This topic is from 2017.
Secondly, Follow for Follow is allowed on Scratch. Banning it has been officially rejected by the Scratch Team.

F4f is not allowed on scratchWelcome to the forums.
Actually, F4F is allowed. I don't know where you got that information, because it is false.
Also, please read this wiki article about necroposting. It isn't allowed on the forums.
