Video sensing glitch.

I made a project with video, and the video keeps freezing up. Is this scratch or my computer/camera?

The last thing in front of the camera ,(such as me I'm in front of the camera.) just stays there. And I'm using Chrome.

video sensing does not work at all for me, It just shows the logo for my webcam where the video should be, no matter how long I wait.
