Yes, you can. It's a bit complicated to properly export the files, but otherwise it works fine.

You don't need to be jailbroken to install the IPA, just use Cydia Impactor (google it).

Hi, i am extremely new to scratch. I have made a game on scratch which I need to embed into a webpage. i used the share option and embedded the url into an html file. It opens on mac and windows but not on ios or android. Is there any format in which the game can be exported and then embedded in a webpage so it opens on all devices? Or will I have to make a seperate apk and ipa file using the above method?

Scratch 2 is built in Flash, which means that it requires the Flash plugin. Flash is not supported on mobile devices, so that is why the embed doesn't work.
Try Phosphorus and Sulfurous and see which one works better.
Keep in mind these are not official Scratch players and may not work correctly. The next version of Scratch, 3.0, will support mobile devices, but it is a couple years off yet.

Your tablet is attempting to launch a nonexistent program, Windows Explorer. As Scratch 2 was written for windows, it is almost impossible to change without massive changes in code. Sorry.
