Stickies can be un-sticked.
It's happened with the directories

And yes, there have been multiple instances; for example, the Scatchblocks testing topic being replaced, a couple Project Ideas stickies being removed, and even a few in the New Scratchers forum like “Introduce Yourself Here” (which was replaced).
