My suggestion is that you only allow staff to have one spot. They can't have two or more. The reason I say this is that it can be unfair to users who want a spot but it is taken by a user who takes more than one spot. Would you like it if you wanted, head of coding, but it is taken up by a user who also takes up all the other head spots and the manager spots.

thank you for the suggestion you can now only be one head position but you can be mutiple other positions
