Why Are "Add As Many Projects As You Can" Studios NFE?

Yes. Scratch uses NFE to control the quantity of certain kinds of projects and studios. It's a way of still allowing them, but not letting them overwhelm everything else or become sources of reports.

Some project are mark NFE whether it Five Night's At Freddy, Gun. It could be the image for the studio but I guessing is the project which is marked NFE.
