Lol. My friend has 3400 trophies and he is only level 1. But my friend has a lot of legendary cards on his level 1 account but he is still pretty impressive because it takes alot of skill.
And he even posted gameplay on his channel https://www.youtube.com/watch?v=SCdJ4z5h9Qc
His gameplay is not that interesting in my opinion but you can check it out if you want

Level 1's at 3400 are most definitely pay to win. No way in the world could he have gotten up to 3.4k without leveling cards, and there's no way he could have many legendaries on said account. In fact, I'd like SC to implement leveling caps.

If the players at 3400 trophies were level 1, then they couldn't have been pay-to-win. If they were pay-to-win, then they would have been OVER-leveled. You can get to that many trophies at level 1, with a lot of skill. Usually, those accounts are an experienced player's second account, so they can beat players that are inexperienced yet have higher-leveled cards. If the game had card level caps at certain player levels, then there would be no pay-to-win players. That would be nice, but Supercell wouldn't make any money. Also, you get legendaries either from better chests at higher trophies, or paying money – not from being high-leveled. And, if you couldn't use legendaries before level 9, then all the people in P.E.K.K.A.'s Playhouse that had unlocked Lava Hound from a chest would be pretty furious.

You can't get to 3400 with low-level cards. Almost all high-tier level 1 players min-max and have extremely high card levels compared to their king level, and they often pay money. Smurfing is a thing, however, its use is limited given how varied the metagames in different arenas are (and due to how slow non-paid card levelling is) And yes there would be P2W, people would just have to pay more to get the cards to lvl and give them the xp. The cap would effectively force P2W players to face fair competition. In addition, players would still buy gems to get into challenges.
