I'm sorry to say this you can't. A chromebook has limited data in it, and it is only meant for online. Believe me I tried. You just can't.
you can but to do this your chromebook has to be a x86 chromebook then you have to root your chromebook and access the linux kernel on your chromebook and install virtualbox on your chromebook then install windows or macOS then install but that sort of defeats the purpose of a chromebook
They probably got the chromebook for school.

If I am right, VirtualBox is third party, but I get your point.

That is my opinion.

I don't think so. Chromebooks don't have the best storage space.
If you own a school Chromebook, then I don't recommend it. Unless it's a site your teachers use (but you likely would have it on your Chromebook already in this case, or it'd be a site in your school bookmarks). I also think it's against most school's rules to download other programs on your Chromebook, my school's rules didn't allow that..

As a simple answer, no. Chromebook runs ChromeOS as its “operating system,” which is really just an adapted version of the browser. Files can be stored as cookies, but nothing can be installed without just installing Ubuntu/Linux on the laptop.
That's not true. Files are stored like any other file system. However, it's true that ChromeOS cannot install stuff, as it's pretty much an OS-fied browser, Google's foray into the world of computer OSes. As I mentioned in my earlier post, Chrome Remote Desktop is your best option if you are utterly opposed to the online editor, aulthough you'll need another device running Windows or macOS. On a parting note, I would like to mention that Crouton (as mentioned in my earlier post) only supports Debian, Ubuntu and Kali Linux (Do not install!).
they can install stuff you just can't open .exe files for example RobloxPlayerLauncher.exe

It's illegal to run macOS on anything other than Apple's hardware.

If you need the Editor to use Scratch while at school, why not use a VPN? You can subscribe to a paid service like TunnelBear, or you can make your own with a Raspberry Pi.

Well, you never know. Since it's a bit of a social network as well as being educational, it could be deemed “unsuitable.”
