In my personal opinion, I think not being able to down vote is a good thing, because if you were allowed to, people would get discouraged, and might want to quit. There is also a feature that lets you turn off commenting on projects. This is a very good feature to use if people are saying bad things and having arguments in the comments. You can just turn them off and they wont argue on your project! This feature is also available on your profile, for the same reasons you can do it on projects.
