These are two suggestions that I suggest to have representative approval, and the other not to:

USS BASE Program - Auto-Pass/No Representative Approval
From June 1-June 3, 2017, the USS Bi-Annual Statistics Event (USS BASE) will be conducted, which is practically a survey/statistics-collecting event that will examine the following things without member input:

Representative activity
Representative count
Shop activity
Shop count
Shop page count
Posts/day count
More

The following things will be asked to be answered, of course requiring user input:

Satisfaction on behalf of shop
Beneficial quality on behalf of shop
Satisfaction as shop owner
Satisfaction as shop representative
Satisfaction as Head Department member
Satisfaction as Justice Department member
Satisfaction as Active Department member

This should not be in the way of anyone, but instead collects information about the usage, popularity, and quality of USS's benefits. People would be encouraged to submit their opinions so that the USS can use their responses to improve our quality of our services.

President - Representative Approval
Every four months, a new President (with Vice President and Secretary) is elected by the representatives of the USS. The President would essentially have the powers of the owners, but not all of them.

Campaign
To run for President of the USS (POTUSS), you must declare yourself as a nominee with a post on this topic, outlining your goals as President, containing a banner, motto, and your Vice Presidential and Secretary appointments.

You may endorse one other campaign nominee in case you lose (not in the top 2) in which all of your votes will be given to that nominee so in the event of a tie, there is a winner.

Powers
As President, you may do the following:

Create legislation/propositions that are approved by the representatives.
Ask for one new topic to be created, however it requires the approval of half of the representatives.
Call a judicial department review/case.
Create automatic legislation that does not pass through representative vote.
Fire individuals for lack of activity or rule-breaking. Cannot fire for no reason, however.
Re-design BBCode templates, but not OPs.
Approve all applications.
Appoint ambassadors.

As Vice President, you may replace the President in case of withdrawal. You may also do the following:

Suggest legislation/propositions to the President, but not pass it individually.
Suggest automatic legislation to the President, but not pass individually.
Fire individuals for lack of activity or rule-breaking, but not without reasoning.
Approve all applications.
Appoint ambassadors.

As Secretary, you are second-in-line to replace the President. If the Vice President becomes President, you can become Vice President. Essentially you also replace the general USS Secretary position, essentially having the following powers:

Head moderator, bumping the topic and monitoring for rule-breaking.
Organize hearings and meetings with the President/Vice President/any department/representatives in partial disclosure to discuss important things.
Hosts votes, including proposition votes.

Presidential Replacement Rule
1. Vice President
2. Secretary
3. Chief Justice
4. Randomly picked/selected representative.

When the President/person listed withdraws, everyone automatically moves up (excluding 4.) If you do not wish to move up, someone moves up for you (i.e. shall the VP not want to move up, the Secretary becomes President.)

Understood, but archivists aren't really arranged in activity, like one receives more work than the other. So I guess you should be removed from the archivists.

Firstly, the Presidential nominee system is a proposed implementation to the USS, not an existing system. The vote is intended for representatives to approve of, before it occurs. You will be the first nominee, but please read the next paragraph.

Secondly, the law requires you to, in addition, outline your goals, have a banner, motto, and two appointments (of Vice President and Secretary):
