I approve of the inter-shop old order completion. The reason why I support this is because it will help big shops without harming smaller ones. It will help big shops because they have a lot of pages, so the orders can be stuck in previous pages, and the user who made the order will need to go back through the pages, find their order template, and repost it, but with inter-shop order completion, the order can be found and completed by another shop, so the user will not have to repost their template. The reason this will not harm small shops is because small shops usually don't have a lot of pages, so the members of the shop will not have to go far behind to find the order, and they can take it without much delay, so it will not be taken by another shop and credit would be given to the small shop. Anyway, thank you for reading this.

The United Shops of Scratch Code


This period of the USS's history had plenty of rules, as proven by the Constitution/Code below. This post previously contained two different constitutions but the shortest version was removed. The rules below have been left untouched and do not reflect the current rules and/or functions of the federation:

1. Membership Agreements
1.1. Shop & Collaboration Membership Agreement
1.1.1. This can be found above in the applications.
1.1.2. Your shop will use the representative system, which will mean you must abide the numerical point process explained previously.
1.1.3. Your shop may be removed if it breaks either the USS rules or the Community Guidelines.
1.1.4. You accept all of our rules, 100%. If you disagree with anything, contact us instead of applying, and we'll explain and sort it out. If you heavily oppose, then don't apply.
1.1.5. You accept that your shop will be submitted to the Shop Directory unless otherwise noted in the application. We do weekly sweeps on Sundays.
1.1.6. You acknowledge that these rules may be altered at any time, and we trust you to constantly check them.
1.2. Action/Alternative Department Agreement
1.2.1. You will abide to all of these rules.
1.2.2. You will abide to all Community Guidelines.
1.2.3. If you do not agree with all of these rules completely, either do not apply or contact a representative of the USS.
1.2.4. You will complete your job.
1.3. Your membership as an individual or a group may be revoked for breaking rules.
2. Powers
2.1. As a representative to any shop, you may propose a law. Here is the complete process:
2.1.2. Firstly, propose it to your shop and get 50% (or more) support.
2.1.3. Secondly, go to this topic and propose it, noting that it has gained that required support.
2.1.4. Thirdly, gain support from three other representatives, which cannot be part of the same shop.
2.1.5. Finally, a USS-wide vote will occur only among representatives, in which the vote decides its approval.
2.1.6. Shall a tie occur, the Justice Department will automatically be called in to decide the tie-breaker.
2.2. As a Head Department member, you have the powers to do the following:
2.2.1. You may pass laws if you are a owner or co-owner without representative approval, however it may be reversed if found unconstitutional (refer to section 3.)
2.2.2. You may approve applications of any type.
2.2.3. You may appoint members if you are able to (only scenario is only the Head Justice can appoint Justices.)
2.2.4. You may call in meetings and hearings, involving the Justice Department which is optional.
2.3. As a representative to any subsidiary, you may propose a law, which is identical to section 2.1. Interpret that section.
2.4. As an USS citizen, including the Alternate Department, you may complain about illegal practices including unconstitutionality of a passed law. You may either;
2.4.1. File a lawsuit about an illegal practice, by messaging on a justice's profile. If it is inappropriate to the CG, then report appropriately instead.
2.4.2. File a lawsuit about an unconstitutional law, by noting it on this topic.
2.4.3. These processes are explained in section 3.
3. Lawsuits & Unconstitutionality Claims
3.1. Lawsuits
3.1.1. Firstly, a citizen of the USS may complain about an illegal practice by messaging a justices' profile. If it is inappropriate to the CG, report appropriately instead.
3.1.2. The justice will review the scenario, and determine if it is enough to require a lawsuit. If not, then the lawsuit stops here.
3.1.3. If so, then the justice will call in a lawsuit, and have a court case. The justices will consider the scenario with PARTIAL involvement of the public. There is no jury, but any person can influence a justice's decision. The justice may decide the options for the justices to vote upon.
3.1.4. The vote among justices will determine the result.
3.2. Unconstitutionality Lawsuits/Claims
3.1.1. Firstly, a citizen of the USS may complain about an unconstitutional law by messaging a justices' profile. To determine if a law is appropriate/constitutional to the USS, read section 4.
3.1.2. The justice will review the scenario, and determine if it is enough to require a lawsuit. If not, then the lawsuit stops here.
3.1.3. If so, then the justice will call in a lawsuit, and have a court case. The justices will consider the scenario, like in 3.1, only among themselves, with slight public influence. The default and only decisions possible that the justices will vote upon are the following: legal - keep; illegal - remove; delay - delay the court case to a later time.
3.1.4. The outcome will decide if the law is kept.
4. Constitutionality of a Law
4.1. There are four basic principles to a constitutional law under the USS:
4.2. The law shall not restrict the power of anyone unreasonably.
4.3. The law shall not be too complicated, and rather simple, unless the complication is needed.
4.4. The law shall be necessary for the USS in the current situation.
5. Hierarchy Regulation
5.1. Justices should only complete decisions without any bias. If you complain about bias, please contact us immediately.
5.2. The owner/co-owner shall not overrule without consent of the Justices.
5.3. Moderators may not be a Justice at the same time.
6. Basic Rules
6.1. Have fun.
6.2. Respect each other.
6.3. Do not join any other federations without approval of the Owner or Co-Owner.
6.4. Do not be rude to anyone inside or outside of the federation.
6.5. You acknowledge that these rules may be expanded or modified in the future. (7.1.)

What are representatives?
Representatives are people who represent your shop or subsidiary that are appointed by the owner or whoever is in charge, that participate in votes that determine laws that apply to your shop/subsidiary.

Representatives can be anyone, however they must be part of your shop, and not a retired member.

Shops may have one to three representatives. Those representatives cannot be representatives for other shops. Organizations can only have one to two representatives.

How can I become the Justice?
We used to have multiple justices, but since the USS is in recovery of massive inactivity, the USS only has one justice. That position is filled as of March 9, 2018.

I'm bored. What can I do?
If you are not a member of the USS, you can…

…apply to become a moderator.
…apply to become an archivist.
…have your shop join the USS.
…have your organization join the USS.

If you are a current member and…

…a shop owner, ensure everything is up-to-date for your shop in the members list.
…a shop representative, wait until a vote is enacted or suggest a change to the USS.
…a shop member, there isn't much to do.
…a organization owner, ensure everything is up-to-date for your subsidiary in the subsidiary list.
…a organization representative, wait until a vote is enacted or suggest a change to the USS.
…the justice, wait until you are called for a trial/case.
…a moderator, complete a task if there is one ongoing. Otherwise, help keep your shops active and ensure everything is updated.
…an archivist, complete a task if there is one ongoing. If there aren't any tasks, then just sit around.

As another shop federation, can we partner?
We are wide open to partnerships as shop federations, and we function with our basic promise in our partnership:
We will not attempt to argue/ruin any of your shop federation's reputation, in return for the same. In addition, shall your shop federation collapse/fail, we will help - and we expect the same also.

This partnership may be terminated at any point by any party. Finally, if you wish to merge into the USS, we will welcome that.
While we do accept mergers, we have not had one happen before. There may be difficulties with transitioning into our odd format, but in general shops under the acquisition federation will be auto-enrolled in the USS.

Can I opt out of the USS/not receive messages/etc.?
Of course you may. We do not force our members to stay tied with us, but we encourage them to stay.

If you wish to quit the USS, there is no form or penalty for doing so. Please, however, let us know immediately so your representatives, banners, and other information concerning your shop will be removed/adjusted.

If you do not wish to have notifications from watchers, or messengers from the USS, please simply let us know. Like quitting, there is no form, but we do ask for you to kindly ask us.

My application has not been answered. What can I do?
Applications are most likely acknowledged, but responses may take up to three days. If you do not receive a response within three days, then re-post it.

What is the inter-shop old order completion (ISOOC) program?
It was a program that allowed anyone under the USS to complete untaken orders from other shops. These untaken orders must be at least 28 days old.

It was closed on March 9, 2018.

I have a system that accepts orders, but forwards them to shops under our system. Would this be a shop or organization?
These are treated by organizations.

As of May 22, 2017, shops are officially defined by the USS as a system that “completes its orders by itself.” (source)
