I don't like the ‘be in good standing’ part.
The standard for getting in trouble on scratch is really high, and I don't get how

I don't like the ‘be in good standing’ part.When you put it in perspective with moderator requirements, though, it becomes a big deal. You can get alerts or banned if you provoke several users (i.e, through namecalling or starting flamewars), and those users wouldn't be very friendly as a CM.

I was thinking about adding another rank, such as ForumCM or something like that
It's not really necessary or a good idea in my opinion. Plus it's barely thought out… That plus it was just a fun idea, wasn't really thinking about adding it.

CMs should have power over the entire site though, to prevent confusion between Forum and Site CMs.

This is a topic that has come up a number of times over the past few years. It would be awesome to be able to leverage the power of the growing community to help address some of the issues that that growth brings on - such as more issues being reported.
There are a number of significant issues however. It would require significant redesign of our moderation tools to allow this to work without giving out personal information or features that shouldn't be delegated. Another issue is that access to the report queues, exposes the viewer to some very unpleasant material - something that we have not been comfortable delegating outside of the Scratch Team. We would perhaps need a new process of dividing the reports into different categories - some to be handled by the Scratch Team, some to be delegated. While this would not be impossible to implement, it is not currently present in either our moderation tools or our management practices.
So, while I don't see this happening in the short term, it's certainly something we should give some more thought to for further out. Thanks for your suggestion - keep thinking of ways to make Scratch more awesome.

The St has done a perfectly good job so far!This is a topic that has come up a number of times over the past few years.
