Hi, ever since Rogue Command, lots of featured projects have remixes that have nothing to do with the original. Instead of contributing a new sprite or idea to the original, they basically scrap the original and put their own games there. I personally view this as a desperate attempt for unpopular Scratchers to become famous. Is this even allowed? If yes, why?

(Don't shoot me down with “Oh, remixes are supposed to be different”. These remixes are basically view-grabbers and they're somehow successful.)

At least they steal the name and write their own code. Better than not changing the code and replacing the name or the pictures.

You may report their topic as an unrelated remix.

While probably most of them might be an attempt to get a shot at fame, it could sometimes be accidental (I heard of someone who added and altered so much of the original project that it looked like nothing from it. And he didn't know until he posted it XD).

But to answer your question; yes it is allowed. I'm kind of rushed right now so I'll just say quote someone

Yes, but if they totally scrap the original scripts, they are not being inspired by the project, and therefore should not be done.

Are there many cases of unrelated remixes? I know of many copied projects without a change, but I'm not aware of the unrelated remix problem.

I don't know of any at all.

Besides, if it worked to get fame that way, then why do anything more than just a few changes and call it a remix? What would be the point of putting a different project there if it was going to be called a remix of someone else's project? What's the point? It wouldn't make YOU famous, it would make the original Scratcher famous because he had so many remixes.

You can, but it probably won't be taken down - there's no rule against it.

Usually, the different name and an interesting thumbnail could get the clicks; especially if it's one of the first remixes of the project. After all, if you saw a really nice-looking project sitting there on a featured project's page, you might end up clicking it, even to just see if it is an unrelated remix.

About the first remix shown, I made a simple remix to a project, just adding WASD support, and it became the top timid shown. That project now has about 20 times as many views as my next highest project view count.

Let's not confuse fame with view count. It's the loves and faves that make you famous.

I checked some remixes that were the first remix and even though one of them had 400 views, it didn't have one single love or fave!

If you want fame, you are far better off with 50 views and 20 loves than you are with 400 views and no loves.

And I have seen some remixes that were much better than the original project. If somebody publishes a sloppy project and you clean up their mistakes and add features they left out, then your remix deserves to do better than their original.

I think OP was trying to say that these “unrelated remixes” are NOT “much better than the original project”, but instead the remix and the original project are two entirely different things. Say that there's a platformer game that was featured, and the first remix was a dress-up game that has NOTHING to do with the original game, but it still gets a lot of attention because it's at the top of the “remixes” list and actually looks unique compared to the sea of other 5-second remixes.

(Precisely) So in that case I would say it's not the best idea and that you can

I understood that and what I am saying is if that dress up game is no good, then it might get more views than it would have otherwise, but it won't get any loves or faves and people will notice that right away.

On the other hand, if you do an unrelated remix and everybody loves it, you could have just shared it the usual way and not have to be part of somebody else's remix tree.. When people remix your unrelated project, you get no credit for it. Credit goes to the original.

I would most certainly report a remix if it seemed that the only reason it was a remix was for views, due to this Community Guideline:
Be honest.
Don’t try to impersonate other Scratchers, spread rumors, or otherwise try to trick the community.
However, I have no idea what the official Scratch Team stance on this is, so I would wait until you get an official response.

Yes but it's a completely different project that is no way related to the original project in any way whatsoever (a project that has been already created and put in place of the original).
