Can you make an extension that creates a popup?

I am wondering if you can create popups just as scratch does natively.

The type of popup i want to create is shown below

probably, I think my directory has almost all experimental extensions
but idk which one it is

Looking at the code it appears that Nicky coded vector graphics to be displayed on top of the scratch interface, so this might take a while for me to figure out. If I manage to figure it out i will try to make a function that can be added to extensions to create dialog boxes of variable sizes.

It would also be nice if this was a feature directly available in scratchX for use.

I was considering making an extension to pop up ScratchX dialogs (yknow like the warning or the dialog to load an extension) but I don't think I can figure out how they work

In Blue (the Scratch mod) you can do that.
