Likes, are just a simple counter to see how many users ‘like’ a persons forum post. There is no meter, judging, or otherwise unfair implementation.

Liking will be simple:

-a bar is at the bottom of every post
-a like button is located there where when pressed adds 1 to a counter located on the same bar
-you can undo a like by an ‘undo’ that appears

This creates competition!

Seriously though, competition isn't harmful if done properly (makes 0 sense mathlycat ). Also you aren't being rated or anything it's just a counter showing how many people like your post; likes never hurt no one.

Previously, on a suggestions about a helpfulness button (which is not the same, but similar to this), you brought up this problem:

1. No it wouldn't, people like me would easily be discouraged due to having 5k+ posts with practically 0 helpfulness.

Would it not be embarrassing to have 5k+ posts but very little likes when this is implemented?

Why would this be needed? You said yourself “Reputation is just for looks” and “it's not even that meaning full in general” Why should the ST go to all the trouble of programming this if it doesn't do anything?

I think that this will just get people concerned about how many likes they have, and to get more likes, people will do things like create 5 copies of each project that they share. Maybe it should be likes per project or likes per days with a Scratch account or a combination of the two.

Would this not also create lots of spam? (eg Like this post otherwise you'll die!) It would be useful for a little bit of context while reading someone's post, but even as you said, it's only purpose appears to be judging someone. I would just judge them off of their post, not what other people say. Like, how do we know people will use this system correctly? How would we tell if someone had been going around giving everyone likes for the fun of it?
