I have this problem too.

Hmm, I've noticed that the costume center for bitmap seems to reset if you switch over to something else right after designating the new center (you need to click on another tool or somewhere outside the Paint Editor canvas right after setting the costume center). Are you two getting the same bug after doing this as well? It's helpful to get step-by-step instructions for duplicating a bug.

I like vector, but it limits you're drawing which needs to be fixed/removed.
