I semi-support, based on the reasons above. While scratch isn't about popularity, it is a good idea overall. But how would this work?

Also, as long as a suggestion is still relevant, bumping is actually not a bad thing. It's only when a suggestion is no longer relevant due to changes in the site that a suggestion should not be bumped.
