To extend on that: It isn't “forcing”, they still have a right to reject. And it is like a sticky in that it is telling them how to behave around the forums. I understand how you 9KawaiiCatGirl-) might have thought that it was advertising (when in fact it was just a prewritten response of what I wanted to say).
