I have been asking this question for ages and I can't quite figure it out.

If someone says “I'm going to curate you”, most likely they mean they are inviting you to be a curator of a studio. A curator of a studio can add projects to that studio. If they invited you, you should find a curator invitation in your messages.

The FPC, or Front Page Curator, is someone who is chosen each week to put projects on the front page for that week. You can read more about it here: https://wiki.scratch.mit.edu/wiki/Curator_(front_page)
I someone says “Can I curate this?” on a project, it's probably because they're the FPC that week and they want to put that project on the front page.
