Yes, ^^ should be seconding, but anything over ^^^^ is excessive.

Two things — one, this conversation is ridiculous xDD
and two, ^^ is usually used as “seconding,” like you said, but it's also a common version of the kawaii face. It's used all over the Internet, I swear

It's kind of like saying, “oh, it's OK, I'm friendly, see look, here's a tiny cute face” xD

It's just ^-^ without a mouth.

Yep, I remember reading something like that on Wikipedia.
It also had to do with how apparently the people at the restaurant would say “spam” repeatedly.. and how all the Spam was “unwanted”, like how internet spam is.

Can you add something about emoticon spam to the OP?
It's basically like what says in the Scratch Wiki;

Emoticon spam, also known as ‘smiley spam’, is a type of spam which uses emoticons for no good reason or adds an unnecessarily excessive amount. This also includes posting a big amount of emoticons (called “smiley wall”) which can lag computers.
