How do i do an animated icon?like a character going through frames of him throwing off his cape?

If you want to actually make one, then you'll have to draw out all the frames in separate images, then put them together in a .gif image. You can use a site like http://gifmaker.me/ to put files in a gif, or just use a paint program that has that feature.

Of course, you can always just go on the internet to find gifs already made if you don't want to make your own. :3

If you want an animated profile picture, go to www.makeagif.com. Then download a .gif file and change your picture to that.
