I'm trying to upload a 87 MB .gif file. Does scratch no longer accept .gif format or is the file simply too large? If the latter is true, how can i make it smaller and/or compatiable with scratch?
if there is no way to fix this, i understand.

Scratch projects have a size limit of 50MB. Try using an external program to manually delete every other frame of the .gif until it's under 50MB.

Way too big. Maximum size for an asset is 10MBytes I believe. What resolution is the image? It must be huge.It only need to be 480x360. Use an image editing program to resize it.

This is far too big to upload to one sprite. If you can reduce it to a tenth of that size you could upload it.
ANOTHER WAY
If you think you can't reduce it to 8Mb, then do this.
Reduce it to 40Mb
Cut it into 8 pieces and upload it to 8 sprites.
Methods of reducing GIF file sizes.
1. Reduce display size from 500x300 to 250x150 will cut file size to 25% of original
2. Reduce number of frames by deleting every other frame will cut file size to 50% of original. (Don't forget to decrease frame rate when you remove frames.)
3. Reduce number of colors used. Reduce 256 colors to 64 colors for substantial cut.

Can i note something? When Uploading a .tiff image, it says that you cannot upload it onto scratch, thta is beacuse you have to converet it into a .jpeg file. There are various websites to do this but my favourite is: http://image.online-convert.com/convert-to-jpg ,why I think it is good is beacuse of all the settings you have! WHAT I THINK ARE GOOD SETTINGS IS CHANGING THE QUALITY TO BEST QUALITY!
