How to I send a message to someone?

All you need to do is go to their profile and leave a message there. Now you've just sent them a message. ;)

If you mean private messages, you can not send those. The basic reason is because when communication is public, users are much more likely to be respectful, and the Scratch Team does not have the resources to moderate the likely large volume of disrespectful/inappropriate messages that would be sent privately.

However, if you want to talk to a user publicly, just follow ErnieParke's instructions above.
