As you can see, only the top of the page is translated, and there is a sentence in a weird language (Ta'awan ma'a atfal aakhareen).

That's really strange.

click the wireframe ball next to the scratch logo when you are in Create mode.

Go to the bottom of the page and change the language from Deutsch (de) to English (en).
