Yes, it is an open source scroll engine that anybody can use to make a game. I want to make one with it, but I forgot who made the engine.

Ah okay – if it's a project made on Scratch, then I think that would also be a good topic for Advanced Topics. Otherwise, maybe looking at the projects in the sticky post for this forum might be helpful for finding what you're looking for!
