hey i think i know, it is a hat! a really pointy one, my 2nd guess is that it is just a random creature that the ST put alot of creativity in!

On the wiki it says this: "Pico is orange, with round ears, and a point on top of his head." Of course, that's just someone who edited the wiki's opinion, though.

Even though you may argue his headphones would be separated from his “hat” thing, perhaps it's under or built into the hat.
