It's Time To See The Good In The Most Unique Of All.
Hello Scratch, I am TheCad1 and I have a suggestion to make.
That suggestion would be: Recognize the outcasts that made something so different, so unique, because by GOSH, we have had TOO MANY CAT ANIME PROJECTS CURATED. Probably 30% of Scratch's 100 million projects are those cat anime projects. Yes, yes, they are good drawers, but seriously, see the good in other great things. Some people have great skills to share. But are they seen? Nope. Because those (removed by moderator - please keep it polite) cat projects stole the spotlight. Curating is for projects that are amazing and unique with lots of effort and time put into that haven't been seen to be featured. Do those cat drawings and dress up projects and all that other (removed by moderator - please keep it polite) hullabulloo sound original and unique? No!
It's time to curate projects that DESERVE to be seen.
The projects that are creative.
The projects that are unique.
The projects that countless effort was put into.
So, my fellow Scratchers, it's time we give the unrecognized, amazing people a chance.

I think that programming-heavy projects have the biggest right to attention, since Scratch is a programming website.

I have seen WAY too many cat projects clutter the remix section and love section. Programming-heavy projects get two views while these color contests get 10x what an actual centered project would make. Scratch is about programming, not coloring contests.

I agree with this. I think that programming-heavy projects have the biggest right to attention, since Scratch is a programming website.
I'm fine with the cat stuff being there, but I don't like how it's clogging the front page, and preventing projects that really reveal Scratch's purpose - which, of course, is learning the basics of code - from getting on to the front page sections.
that sentence took 4 minutes to punctuate
I almost feel like soon enough, the front page is going to mislead new people that Scratch is for “cat anime” stuff only because of how that stuff nearly takes over the curated projects and most loved/remixed.

Semi-support, while I agree that we need to promote projects which don't receive attention and show what Scratch really is, you must deal with trends and stuff. You can't brainwash someone into disliking something they really like. Seriously, I used to be a Warriors fan, now I only find Blaze the Cat, the lavender cat from Sonic, the only cat-related thing I like.

Semi-Support. Scratch is not about cats. You should curate projects that DESERVE to be front paged but all types of projects should be shared not scary ones though

But again, seeing complicated projects all over the front page may discourage users who can't understand enough to remix them

I do not understand why this educational programming website has become a popular place for Warriors fans to share their art. Why can't they use an art site such as DeviantArt? I'm genuinely perplexed on how the current state of the Scratch community came to be.

Uhhh….. yes. That is the purpose of Scratch. To program. Not to draw, or make coloring contests. To program.
Perhaps the motto isn't speaking enough to you. IMAGINE, PROGRAM, SHARE isn't just three random words meant to be taken individually. IMAGINE, PROGRAM, SHARE is one single phrase. Most people don't seem to get that.
Like you said:
Scratch is about teaching kids how to program.
Why do people then treat Scratch like DeviantArt? Or the home of the official Warrior Cat fandom?
Don't get me wrong, I don't think art or music or anything like that should be banned. It's just that programming should be given more importance.

Did you know that famous Scratcher has actually stated that she is a furry? On DeviantArt, she used the term “fursuiting” to describe some of her activities.
Also, this person opposes open-source projects/remixing. If you want your “artist's wishes” respected, I recommend you to respect the Scratch Team's wishes for the site. Sorry if this sounds too harsh, but I feel like you used your popularity to make recoloring a big issue.
EDIT: I worried that this post might cross the line because it is somewhat against an entire fandom, but over the past few months, my patience over this fandom has been stretched. If you use Scratch to do art and think remixing is great, this post isn't about you. I'm mostly angry towards people who blatantly disrespect the remixing rules, but still use the site. Still, I would rather see programs with a lot of derivatives than CCs on the front page.

are you guessing about that or are you sure? i haven't visited recently to be honest, but when i did i very commonly saw projects on there that ended up being featured. 1. nobody ever pays attention to that topic

So… uh… what's the suggestion?
Moderate what can be put in the Top Remixed / Top Loved sections?
That seems sort of scary, to be honest, because those sections are meant to represent the activity of the community. It just so happens that the activity of Scratch's community involves a lot of remixes of cat coloring contests.
What else? We could force people to do more programming, but forcing people to do stuff is not exactly the sort of thing I think of when I think about a kid's website…
Scratch is built as an inviting community for everybody, and it happens that that community is now largely built of people that like Warriors and art, especially art about Warriors. It is annoying that the website may present itself as a Warriors art site, but it isn't.
The only suggestion I might support is moving the Top Remixed (and maybe Top Loved) rows off the homepage, as they might not represent what Scratch is supposed to represent. But I don't see any other way to, as this suggestion suggests, give the spotlight to more creative projects.
Now this suggestion is about curators - so maybe the Scratch Team could suggest to curators to try to pick games and other more programming-related projects, but the curators themselves still make the final call - that is the entire purpose of the row.

Instead of trying to discourage non-programming content by blocking them from the front page, perhaps Scratch should have a firm “only programming” rule. All other content shall be unshared. Do you think Warrior role-plays would be allowed on Stack Overflow? Why would Scratch allow them?
