It's possible the Debian squeak VM is broken.

(Consider spinning up a VM running Debian if there is a subtle bug in Whiskers)

It won't be a bug in Whiskers, I have the problem with BYOB 3 (I know it's outdated but “nostalgia”) and Panther too. (For the time being I'm just using Wine but it's not really a satisfactory solution)

I've checked, it seems to be an issue with some Linux computers, but not others. For example (and this makes it hard to see how and why the bug manifests), on my computer, I didn't see an issue last month, but it is possible a recent system update could have broken it.

But it worked a while ago, as the VM doesn't receive updates (for such an old VM version), so the issue must be with a recent linux update.

The first part about adding BYOB functionality to Whiskers: This is coming soon (the functionality will take a while, as custom reporters, lambdas, and bunches of other stuff needs to be ported correctly), or maybe may never come at all, depending on what roadblocks I may find.

1st update (to OP): I fixed the bug a while ago when fixing custom blocks in v24
2nd update (to OP): This update was the first NuWhiskers release

Make a Wihskers wiki with users registered on forums and many articles created. When someone creates a new account on the forums, a new user appears on the User list. Also make a [block] template.
