I'd say the one at the top is the top line.

I think they do it because they have seen posts like this: Hey, what`s up? and notice that the first word is capitalized. The person that typed with no capitals, saw that post, and saw capitalization, so they type like this: Hey Bro How`s It Going?

I used to do that. It Was Actually Quite Fine. I Used To Have Trouble Remembering To Capitalize So That's Why I Did It.

I'm sorry, but I can't tolerate distractions. It makes it very difficult to understand the tone behind the words, so it can have an impact on how people interpret it. Whether or not it's their “choice”, they really shouldn't capitalize so carelessly. We see people shouting in ALL CAPS like it's their normal volume (“IT'S THEIR CHOICE”) but everyone even you guys tell them to stop.

Yelling in all CAPS is a different issue. The reason why the Scratch Team told the user to stop was because it sounded shouty and unfriendly, and unfriendliness is against the Community Guidelines.

Unfortunately, there isn't a whole lot we can do about capitalizing every word. As Paddle said, you can point out that its distracting in a nice way and request that they don't type like that, but that's really all you can do about it.

To be honest, I think that TYPING IN ALL CAPS LIKE THIS can be reportable if the comment/post is clearly being disrespectful/making others uncomfortable. Thats why I never post something in all caps unless I am in an ecstatic or angry mood (which, in that case, will probably lead me to get an alert). If it is clearly being disrespectful, then I think it should be reported.

I think this conversation has devolved into a non-productive state - time to wrap it up. We have established that some people like it and others don't. It doesn't set an unfriendly tone (like all-caps does, when it's used to “shout”) so it's okay by the Community Guidelines.
