Hello, I am trying to develop an extension using sound, but am not sure how to add menus with all of the sounds inside of the sprite on it. Any help with this is appreciated.

As per this document by NXIII, you can use %m.sound in your block spec.

According to this, do you know how to get the recorded Scratch sound from the extension to play it into another device? not only the name.

I don't think you can

I had the same problem. I was hoping to have this as a resource for students. I may have the sound files as a folder that the students would have to import into their own project. That would give them experience with a) learning how to import sounds b) helping them to understand that the sound they record on one devise will not transfer to another. I am a novice with this so if I am missing something, PLEASE tell me :-) Thank you!
