Start Sound [ v] at (time)?

I know this has already been suggested a bunch of times, but I haven't seen it in the denied suggestions. Can we have a block that looks like this?
play sound [ v] from ()::sound
If we were to have this block, that would be great! It would allow video projects (aka animations, except you can pause, play, or if scripts are designed to, go to any specified point) and much larger audio amounts to be in a project. For example, I'm making a music library for the game “Undertale”. I've been hearing there's an audio limit. However, if this block were to become a thing, I could compact all the audios into one through the Scratch editor, and use the block to start the audio at the start of the designated song, and using a wait block, I could stop it when the song you're listening to ends (so it doesn't clip over to the next song). So, once again, if you could add this block, it would be great for everyone. (Starters would probably be able to get how it works, because of it's simplicity.)

Support! And also with this-
(position of [ v]::sound)
Because we would be able to make videos and to also pause music.

Support for
play sound [sound v] starting from (1) secs::sound
(length of [sound v]::sound)//in seconds
because it makes pausing and resuming possible.
