Is it OK?
I was wondering, I saw some one with a platformer script and sprite that was mine, but did not give credit. Is it OK to report that project, or should I just post a comment asking them to give credit?

I'd first ask the Scratcher to give credit. Sometimes they simply forgot it or they accidentally shared the project.

No, I told him he could use my sprite/script if he gave credit.

Their project should already give credit through the Remix section below the Instructions and Credits, and even if it doesn't, the answer is no. Every shared Scratch project is under the creative commons license, meaning that anyone is free to use it, or parts of it. That includes your sprite. A project is only okay to be reported if Is it OK?nothing was changed from your version.

If he/she is irl, tell him irl.
