The Scratch Team added the emoji and re-added the bug on the front-page just for fun on 1st april.They removed it because It's not 1st april anymore.That's all I know…

Someone already asked this. But It's because it isn't April Fools day anymore. It still appears in existing comments from April Fools day, but it doesn't work when you hover on the emoticon (it exploded with mini ;'s on April Fools Day) or while posting a comment now. RIP
