The most effective way to make a 3D game is to use pen, but pen is very complicated.

My suggestion is find a 3d pen tutorial. Once you do it, adding a gun sprite shouldn't be to complicated but the bullets will be rough.

I'm pretty sure his 3D Laser Tag uses Raycasting.
