This is most likely a problem with your .gif file

It's the GIF, it has frozen frames. It's not supposed to repeat, as it's not a bug.

Hmm. It might be a setting in the gif. Try uploading the gif into scratch, saving all the frames, and then uploading them into gifmaker.me to make another gif.
