Why is this? Is this my problem? Or the Scratch server's problem? (Probably mine)

That's the way it appears to me also so you can probably assume everyone sees that home screen. What's the problem with it? Is part of it cut off for you? Check your browser zoom - make sure it is 100%.

It is 100%… weird…
The only reason I really care is that I cannot access My Stuff or Mail right from home screen, and I can't search either.

Have you tried repositioning the window or changing browsers?

That's how it appears on my laptop. But on my dad's computer it looks the way it is supposed to be.

I'm pretty sure that the CSS for the page is messing up, thus making the home screen look like that.

If that's the case… then refreshing the page should help… I would try clearing the cache too.
