Okay, here's where things start to get weird. I installed the regular Mod Share as a test (I wanted to mod it because I thought that would be a better idea), and when I imported structure.sql everything was fine, but when I tried to attempt importing data.sql it claimed there was an error. I tried to go to the main page without it, but I got a 403 error (I think.) So I tried going straight to dispatcher.php, and I was then given a custom Mod-Share-like 404 error (which could not have been done without dispatcher.php). What do you think is going on?

No, we would need to make modifications to the code. I just used Mod Share because Scratch 2.0 code isn't available and Scratch 1.x website is SUPER hard to set up. I wanted something easier.
Besides, extensions aren't even the same as mods. They are pretty similar, but Mod Share is designed to allow mods of Scratch and SBX website will be designed to store .sbx files, and play them (if we can't make the player work, then we can load the one on scratchx.org in an iframe)

When I said “ScratchX” I meant scratch (e.g. Start from scratch) but typed ScratchX out of habit because of the topic I was posting on.
