@Firedrake That's not how I intended for it to sound, but I see your point. I changed the post.
You can use whatever you want, but it should have the same stuff as xampp (like a mysql database) Other than that, it's 100% up to you.

I think you mean 32-bit. 1935894574 bytes is less than 2 GB.you have a lot of RAM and have an at least 128 bit processor…I'm aware, and will ask jvvg and ls97 for pointers.I can: 0x3A28213A 0x6339392C 0x7363682E

Again, I think this is important.
Isn't the ST already working on a way to make extensions a part of the main site too? Look at the FAQs for ScratchX. Extensions are already are apart of normal Scratch 2, it is just that only official extensions(PicoBoard and WeDo) are allowed on Scratch. I think when ScratchX came out someone found out that normal Scratch could run the same JavaScript based extensions Scratch X can.If you guys were to make a Scratch site for ScratchX, I'm not sure it would be of much use once the ST makes those extensions a part of the main site too.
The Scratch Team says that they plan on being able to make experimental extensions into official extensions, making them usable on the normal Scratch site.

Maybe so, but that doesn't mean that eventually, you will be able to write extensions for the main Scratch. That would be about as effective as making crime illegal : If they became official, they wouldn't very well be extensions, would they?

You'd have to make a quality extension that is safe to use first though before the ST make it official and usable on the main site, which isn't a bad thing.
