Scrolling Engine Dragging Tiles at the Edge of the Screen
I made a scrolling engine that works by using the pen to stamp the costume of a tile onto the screen. When the tiles move off or onto the screen at the left and top of the screen they move seamlessly. However, when they move off or onto the screen from the bottom or right side they get dragged. Is there a way to fix this, or is it a problem on Scratches end? I'm annoyed because two sides work flawlessly, and I haven't found anything that would make the other two sides work any differently.

I see problems on all four borders. I have found that Scratch does not let a sprite move all the way off the screen. Scratch keeps 14 pixels of a sprite on-screen, regardless of sprite size. Whether the borders look okay or not will depend on the order in which you stamp the tiles. If all the offending border tiles could be stamped first, then the scrolling would look okay but not perfect.
You could put a 14-pixel border around your game to just cover over the problem.
A good solution is not coming to mind.
