To be more specific….
Go inside the editor of the project you want to download. There will be a ribbon with options like file and edit above the project title. Click File, then Click Download to Computer.

In the editor, on the top bar, under edit, click on ‘Download to your computer’, and the file will be downloaded as a .sb2 file, which can be opened in the Scratch 2 Offline Editor.

But how do i play it? It says something about how window's doesnt know how to run the file!

About your question: do you have the Scratch offline editor installed? You'll need that to run your projects.
