I found the earliest existing Scratch project to be this one.

The very very first ones were all deleted, sadly.

Except the URL says the project is 103. The first project gives a 404 error unfortunately.

In The URL, Look At The /<Number>/ Part And Change It. /103/ Is Apparently The First, But 1 Would Of Been. Something Like /20000000/ Is New.
