Use the bit mapped paint editor and you will be creating 8 bit projects.

The costume editor in Scratch 2.0 was designed with vector graphics and anti-aliasing in mind, not to handle bitmap graphics.
Try drawing the costumes in an external program, like @footsocktoe suggested - paint is a good and simple one.
Alternatively, draw all the costumes in Scratch 1.4, then export the sprite and re-import it into 2.0.

I took a look at the Editor: change to bitmap, than choose smalest pencil and max zoom, than u can create your sprites pixel by pixel.
Else i would recoment graphics gale free version from human balance.

To create 8-bit all you have to do is convert to bitmap in the costume or backdrop editor.
