Scratch's motto is Imagine, Program and Share. So, by sharing your project on the website, you are giving everyone permission to view and remix it.
It is possible for users to make money off their project by selling it (usually a CD with the project or a compiled EXE/APP), and attach any license they wish to code. However, that would mean that they can't share the project on the Scratch Website.
No support per everybody. Scratch is not about making money. it's about PROGRAMMINGScratch isn't for making money. People don't want to pay for stuff on Scratch BECAUSE it's easy to make. Better get reading up on JavaScript, then! A person I know (who I won't tell you via stranger danger) wants to use JavaScript instead of Scratch. Scratch is fun and educational, but she wants money, and to start a business.

But, Scratch is the easy way to make games and animations. With HTML, you have to write every single thing that I can't be bothered to learn and it would take hours, whereas Scratch just lets you drag a few blocks. Really I am THAT lazy. But I am not lazy enough to let you go! I will start a fight if you want to!

Share,“ not ”Imagine, Program, Charge People Money to Use Your Project.“ Adding in-game micropayments would make Scratch less kid-friendly as users would rely on a parent to buy them stuff (and of course the parent would say no, because they probably don't trust whoever made the project considering it's probably another 10 year old kid). Also, users could just get around the payments by clicking ”See Inside" and modifying the project to remove the payment gates.No support as per above. Scammers would easily take advantage of this, and having the ST check each project would just create extra burden for them, no matter what kind of restrictions we place on the use of this block. Besides, Scratch isn't about charging people to get stuff in-game. The motto is "Imagine, Program,

You can always make your own fake currency using variables and whatnot.

No. Please, please, please… please don't tell me you want freemium games dragged into Scratch despite the numerous problems just because you're too lazy to learn another language. There's no good, easy way to make money quickly (despite spam mail telling you you've won $10000 dollars and you just need to click But, Scratch is the easy way to make games and animations. Scratch is easy, but it's not meant to be easy just so you can quickly make money from games without having to put any effort in. It's an introduction to programming where people can get their feet wet without drowning in more complex things before they learn to swim. Scratch is educational, and one of its main features are that people can look inside other projects, and change things, so that they can learn from that. But your idea goes directly against that - you want to sacrifice the learning part so people (you) can make money. To prevent people from cheating their way into getting the bonus features, you want to prevent people from changing scripts and remixing unless/until they pay up.
Look, if you learn another language you'll be able to make money from it however you like, and will also be able to make better games since Scratch is definitely not made for professional games and there are lots of things other languages let you do that Scratch doesn't. I mean, in my last big game the editor was close to just giving up and refusing to do anything, and Flash crashed a bunch, and lag was something of a problem since Scratch runs as a snail's pace.

No support. Scratch's cloud data system is easily hack-able and could lead to thousands of dollars being lost.

If you want to share your Scratch Projects, you can, but the Scratch Team doesn't allow them to be sold on the Scratch Website, because this could be abused in so many different ways.
I advise that your friend learns a different programming language, because this isn't what Scratch is about.

Aside from the legal implications associated with this idea, Scratch (both the software and website) is non-profit and provided for free. We'd like to keep everything on the website available for everyone, regardless of what their economic status may be.
