When can I write in Russian in the graphic editor?

Hmm… I know thanks to the fact that fonts have to be downloaded, and that lots of characters are not supported. So, writing in Russian is really hard, if not next to impossible.

Still, there is some hope. Scratch 1.4 uses the computer's own fonts, and those are much more complete then what Scratch has, so if you really want to write in Russian, I recommend that you use Scratch 1.4. You can download it here.
