Her point is that there are more demeaning and rude ways to use this than not. Why would the Scratch Team promote something that could even be used as something like that, even if it doesn't have to be?
Actually, it's more like I can't imagine it being used in any positive way at all.

The only two ways I can see its usage is:
- to make fun of someone else, or
- self-deprecating (for those who don't know of the definition: making fun of one's own self).

For the facepalm emoji to be a viable suggestion, what we need to see is the emoji being used in a positive way, which supporters haven't been presented so far.
