I have a tilemapping program in production.
You can use a list of data (numbers) to create the map of tiles, and the tile mapping program makes the map from the combination of numbers.
If i made a nostalgic tile based rpg, i'd try and make it as similar in programming structure as an old pokemon game- which i learnt from hacking them a bit.
