It looks like some accounts are being banned erroneously because of dynamic IP addresses. Sometimes, Internet service providers decide to shuffle around the IP address allocations, giving everyone in an area a new IP address. The new IP address may have been used by another person maliciously, so that may be the reason some were banned incorrectly.

TL;DR: IP address does not mean Internet Person address.
