The best currently possible option is to use something like teamviewer to see each other's screens.

• Before you collaborate, you have to share it to prevent PMing. You can tell people looking at it that you're collaborating with someone else, and it isn't finished. People can use See Inside and report any attempts at PMing.
  
• When two people edit, it acts like one person dragging around 2 blocks. It saves the project as needed.
  
• It has a little cursor ghost that shows where the other person's cursor is.
  
• You could communicate with anyone else editing through a safe chat system that is visible to anyone using “See Inside” (which is allowed on Scratch.) There would be a whitelist of words you could say.
  
• If you try to send something that isn't allowed, it says “Your message couldn't be sent because it contains the word <word that wasn't allowed>.
  Try checking for spelling errors.
