Custom everything (Supporters 14:15:8:15:10.5)

DISCLAIMER: I know some of these ideas are duplicates.

If we have every single type of block as a custom block option, then the Suggestion forum would only be used for changes to the site and variable changes + list changes.
Examples:

Custom reporter/boolean (@AonymousGuy):

As suggested in here, the reporter + boolean would clear so much up.

Custom hat/c-block:

Actually just found this…

Custom cap:

No idea what this would be used for…. Someone will think of something though.

This would make all block suggesting topics basically obsolete.

Supporters:

Workaround for the when stop clicked:
//Something like this
when green flag clicked
reset timer // Even if you don't utilize the timer in the project itself
when [timer v] > (0.1) // When timer is reset, timer is set to 0.1
... // This script executes when the timer is at 0.1

How would you program the event blocks to start (as DaSpudLord said)? I may support, if you can explain that a little bit more.

Support for c blocks, and reporter and Boolean blocks. The hat block, why would we need an another one? It would be very complex to make one.
